A followup to my previous post. Includes the alerts seen there, but also includes IPAWS/CAP Civil Danger Warnings issued by the Hawaii Emergency Management Agency, along with CBS Radio News updates. Note: because of how my station fetches the news information, my news updates are an hour behind.

    I use a Digital Alert Systems DASDEC-II model DASTVR from 2012. It originally came from KOCE-TV in Orange county, California, and I got it on eBay.

    Well again I don’t have access to alert origination systems, and I don’t have a Gorman CAPDEC. I can do mockups of alerts, if that’s what you’re asking.

    Not sure what system they use, but yeah I think it’s just SAPI 5.

    Funnily enough, Gorman-Redlich made a CAP to EAS converter box called the CAPDEC, it’s a piece of shit but it’s literally just a Windows 7 / Windows 10 computer in a rackmount box. I’d like to get one to screw around with, swap out the voice on it and have Microsoft Sam or DECtalk reading out some alerts, maybe even get ScanSoft Tom on there. They’re worthless though.

    oh so in short, they use those encoders that support sapi5?, man if I could, I would hijack one of those with the acapela nawfal arabic voice

    Alerts through FEMA’s IPAWS/CAP can either rely on the encoder itself to generate TTS audio or they can include pre-generated audio as an attachment. HaWAII AND MANY OTHER AREAS USE mICROSOFT dAVID AS THE VOICE OF THEIR ALERTS. iN FAIRNESS, dAVID IS ONE OF THOSE VOICES THAT EVEN IF THE RECEPTION OF THE RADIO BROADCAST IS HORRIBLE, THE MESSAGE CAN STILL BE UNDERSTOOD.
